Substitutions:
Allowed During Play:
1. Player must be within 3 feet of his/her team box or off the field before a substitute player can be on.
2. Substitution is allowed only after the first three seconds of a shoot-out.
Allowed When Play Has Ceased:
1. After a goal is scored.
2. After a time penalty is awarded.
3. On an injury time-out.
4. When the ball leaves the field of play.
Law 4: Player Equipment:
1. Players must have a current Riverside Membership Card.
2. Players are required to have matching jerseys and an alternate jersey (or bib which can be rented out at the membership desk) with permanent numbers for proper identification. Home team changes in case of color conflict.
3. Shin guards are mandatory and must be totally covered by socks.
4. Only flat soled shoes or other shoes designed for indoor artificial surfaces may be used. No studded, screw-in, or black-soled (marking) shoes allowed.
5. Goalkeepers must wear colors that distinguish them from all other players and referees.
6. Players without valid Riverside Membership Cards, shin guards, numbered jerseys or any other required equipment, will be asked to leave the field of play and their team may be assessed a time penalty at the discretion of the official.
Law 5: Referees
1. At least one official will be present during play.
2. When two or more officials are present, the two field officials shall have equal authority and responsibility.
3. The official will keep a record of the game.
Law 6: Other Game Officials
The second or third official shall be a timekeeper/scoreboard operator.
Law 7: Duration of Game
1. Each half shall be 25 minutes in duration.
2. A half-time interval shall be 2 minutes.
3. There will be five minutes between games.
4. The clock shall be stopped only for serious injuries at the discretion of the referee or management.
5. The clock may be stopped at the discretion of the referee when the game clock reads 2 minutes or less at the end of each half of play.
Law 8: Start of Play
1. Kickoff will be given to the home team. Visitors will have kickoff at the start of the second half.
2. A kickoff will start the game and restart the game after a goal has been scored.
3. Teams will change direction at half time and alternate kickoff.
4. A goal can be scored directly from a kickoff on field 1 only!
Law 9: Ball In and Out Play
The ball is out of play when:
1. It has wholly crossed the perimeter wall.
2. Makes contact with the out of play area (netting, building superstructure, lighting or ceiling).
3. When the ball makes contact with the building superstructure, lighting or ceiling, an indirect free kick will be awarded to the opposing team at the center of the nearest white line.
Law 10: Three Line Violation
1. No player, including the goalkeeper, may propel the ball over three lines in the air.
2. When the ball crosses over three lines in the air towards an opponent’s goal, without being touched by another or touching the perimeter wall, a three-line violation will be enforced.
3. Ball must be played from behind the white line to have a three-line violation. Balls played from or on the white line do not constitute a three-line violation.
4. Penalized by awarding an indirect free kick to the opponents at the center of the first line that the ball crossed over.
Law 11: Fouls and Misconduct
Major Offenses (Direct Free Kick Awarded and Time Penalties Enforced):
• Boarding (propelling an opponent into the perimeter wall). The person closest to the board on a boarding foul always has the right of way.
• Charging the goalkeeper, except when he has passed outside his goal area.
• Kicking or attempting to kick an opponent.
• Tripping or attempting to trip an opponent.
• Jumping at an opponent.
• Charging an opponent in a violent or dangerous way.
• Charging or tackling an opponent from behind.
• Slide tackling at any time — Note exceptions for goalkeepers.
• Striking or attempting to strike, spit at or threaten an opponent.
• Holding an opponent.
• Pushing an opponent.
• Intentionally handling the ball (except goalkeepers within their own goal area).
Minor Offenses (Indirect Free Kick Awarded, No Time Penalty):
• Player in possession of the ball uses both hands to hold onto the boards or glass in order to gain an advantage.
• Fair charging an opponent when the ball is not in playing distance.
• Obstructing an opponent.
• Illegal substitution.
• Delaying the game: when playing as goalkeeper, indulging in tactics such as failing to play the ball outside the goal area within five seconds.
Misconduct:
A player shall receive a warning if he displays any behavior that the referee feels should be stopped. This is not a team time penalty. The individual offending player must sub off the field of play at least until the next stoppage of play. This is considered a cooling off period. If, when he returns to the field of play, the player persists in the infraction, the next card will automatically be a minimum blue card. If the team has no substitutes and a player receives a warning, he must still sub off the field and wait until the next stoppage. If the team has only four players on the field and one receives a warning, this is the only situation that would allow play to continue with only three players on the field. A player shall receive a 2-minute penalty (blue card) if he: Violates in a flagrant way any of the items listed as "Major" or "Minor Offenses" in Law 11 or for:
• Goalkeeper Endangerment: Endangering the goalkeeper within his goal area by sliding or charging him, regardless of whether he is in control of the ball.
• Players’ Unsportsmanlike Behavior: Players displaying trickery, delay of game, dissent, referee abuse, persistent fouls, illegal substitutions, encroachment or behavior which in the referee’s discretion, does not warrant another category of penalty.
A Player Shall Be Cautioned (Yellow Card) If He:
1. Persistently infringes the laws and house rules (spitting, gum chewing, etc.) This caution becomes a red card after being warned.
2. Shows by word or action dissent at any referee decision.
3. Is guilty of unsportsmanlike conduct.
4. Receives a second 2-minute time penalty for a major or minor offense.
A Player Shall Be Ejected (Red Card) If He:
1. Is guilty of violent conduct or serious foul play.
2. Uses foul or abusive language.
3. Persists in misconduct after being cautioned.
4. Receives a third 2-minute time penalty for a major or minor offense.
5. Receives one yellow and one blue card, or any combination of cards that total six penalty minutes.
Goalkeeper Restrictions:
Once a goalkeeper has gained control of the ball with his/her hands he:
1. Must release the ball into play within five (5) seconds (can be to own feet).
2. After releasing, cannot play the ball again with his/her hands until it has been touched by an opponent, or goes out of play.
3. At no time may a goalkeeper handle a ball with their hands that is intentionally played to him/her by the foot from a teammate.
4. At no time may a keeper handle a ball with their hands after he has touched the ball outside the goal area.
5. Once a goalkeeper leaves the penalty area then he becomes a normal field player and is subject to all rules regarding field players, including the no slide rule.
6. Punishment for any of the above will be the awarding of an indirect free kick from the center of the top of the goal area line.
7. A time penalty assessed against a goalkeeper may be served by another member of his team that is already on the field (in case of goalkeeper ejection, the goalkeeper must leave the field).
Delay of Game:
1. If a player intentionally delays the game, the referee may award a time penalty for delay of game.
2. If a player, in the opinion of the referee, feigns an injury, the referee may award a 2-minute time penalty for delay of game.
3. If a player or team intentionally delays the game with less than 2 minutes in each half of play, the official may stop the clock to award any necessary time penalties or to award a free kick or penalty kick.
Time Penalties and Cards:
Time Penalties Fall Into Three Categories (Also See Misconduct Above):
• Red: 5 minute penalties = Red, one yellow and one blue, or three blues.
• Yellow: 4 minute penalties = Yellow or two blues.
• Blue: 2 minute penalties = Blue.
• Green: Warning, no penalty = Green (next direct foul is automatic blue).
Note: A time penalty of 5 minutes is awarded only at the time a player is ejected; another team member must serve the entire time penalty, except when the ejection was for receiving a second caution, which then becomes a 4-minute penalty.
A Time Penalty Can Be Awarded For (At The Referee’s Discretion):
1. Breach of any house rules (e.g. chewing gum on the field, spitting, slamming gates, etc).
2. Illegal substitution and illegally entering the field of play.
3. Player re-entering game without making equipment adjustment.
4.
Any of the major offenses.
5. Any of the minor offenses.
6. Delay of game.
7. Unsportsmanlike behavior.
8. Encroachment on free kicks.
9. Leaving door(s) unlatched while not in use.
10. Striking a light fixture or ceiling intentionally, however, no time penalty will be awarded from an incidental deflection.
Release Of Players From Penalty Box:
1. Only at the expiration of their full-time penalty. Penalty will carry over to the next time period of play (i.e. to the second half or overtime periods).
2. After a goal is scored against their team, and the time penalty was for a ceiling or encroachment violation. (All other violations must serve the full-time).
3. Only one player can come out per goal.
4. When three players from the same team are given time penalties.
• Four players must still be on the field.
• Time for the third player begins when the time for the first player expires.
• First player cannot leave the Penalty Box until stoppage in play.
• Substitutes for ejected players must serve the full 5 minutes unless the ejection was for a second caution; then the player can come out after 4 minutes.
5. 4 players (including the goalkeeper) must still be on the field.
6. Time for the second player begins when the time for the first expires.
7. First player cannot leave the penalty box until stoppage in play.
Bench Penalty:
Unsportsmanlike conduct from a team box will result in a verbal warning against the team; should the conduct persist, a bench penalty will be issued against the offending team and the team manager/coach must remove one of the field players to serve a time penalty.
Law 12: Free Kicks
The following applies to all restarts:
1. Ball is in play when another player has touched it.
2. Opposing players shall be 5 feet from the ball.
3. Player taking a kick cannot play it again until someone else touches the ball.
4. Ball is in play as soon as the referee states "play on" or the ball is stopped before restarted.
Encroachment:
The following applies to direct and indirect free kicks:
1. If a player from the opposing side encroaches into the penalty area or within 15 feet of the ball before a free kick is taken and a member of the team taking the free kick requests compliance within the 15-foot radius, the referee shall delay the kick until the player complies. If, upon request of the referee, that player does not comply by immediately retiring the proper distance, he shall be considered guilty of encroachment and given a 2-minute time penalty.
2. If a defending player within 15 feet intentionally interferes in a way to distract his opponents with the taking of a free kick, he shall be considered guilty of encroachment and a 2-minute time penalty shall be assessed.
3. If a player taking the kick delays the taking for longer than five seconds after having been signaled to do so by referee, the ball shall be turned over to the opposing team for an indirect free kick.
Law 13: Penalty Kicks
1. Time shall be extended at the end of each period to allow the taking of a penalty kick.
2. Players from either team shall not be permitted to stand on the goal area line and shall not interfere with the player taking a penalty kick, including the players approach to the ball, from outside the goal area line.
Law 14: Kick-Ins
1. This is an indirect free kick; a goal shall not be scored directly from a kick-in.
2. Kick-ins must be taken within 2 feet of the boards at the point nearest where the ball left the field of play. The ball is considered to be out of play when it makes contact with the protective netting.
3. Opposing players shall be 15 feet from the ball (encroachment rule applies).
Law 15: Goal Kicks and Throws
1. When the whole of the ball passes over the end perimeter wall between the thick netting on the curves and having last been played by one of the attacking team, it shall be kicked or thrown into play from within the goal area, by the goalkeeper or kicked into play by a member of the defending team.
2. A goal shall not be scored direct from such a kick.
3. The goalkeeper can choose to either kick the ball into play or throw the ball back into play from anywhere in the goal box.
Law 16: Corner Kicks
When the whole of the ball passes over the end perimeter wall between the thick netting on the curves and having last been played by one of the defending teams, a direct corner kick shall be awarded to the attacking team. The whole ball must be placed on the corner circle mark.
Addendum Rules:
Adult Co-Ed Soccer:
Referees will strictly enforce the following special rules:
1. Co-ed teams are comprised of three women and three men on the field of play. If a team has fewer than three women or if one or more women are serving penalties, the team will play shorthanded. Any number of women may play as long as one man is fielded. A maximum of three men may play, as long as one woman is fielded.
2. By unanimous agreement of both teams and the referee, Rule #1 may be altered to allow any combination of men and women on the field, except that the total number of players on the field may not exceed six.
3. In the event that only one (1) woman is fielded and issued a blue or yellow card, a man must serve her penalty. If a red card is issued the game shall be terminated and subject to forfeiture.
4. Any charges around the boards will result in a direct fee and a time penalty must be assessed.
5. Women must take all penalty kicks awarded.
6. After every sixth (6th) foul the opposing team will be allowed a free penalty shoot out from the red line. The player taking the kick will have five seconds to dribble and shoot the penalty, while being chased by the opposing team and teammates.
The opposing team shall be within the circle and teammates shall be outside the circle.
Sportsmanship Rule/Handicap Law:
A team leading by four (4) goals has two options:
1. The team will not be permitted to have more than two attackers in the attacking third of the field. The attacking third of the field will be defined as the area between the last white line and goal. Violation of this law will result in an indirect free kick awarded to the defending team. The kick will be taken from the center of the closest white line.
2. The team ahead may take off one player and play shorthanded, allowing unlimited amount of attackers in the attacking third of the field. The referee must be informed before the team pulls a player off or puts him back on.
3. Teams that continue to score and/or play too aggressively in a one-sided game may be assessed a team bench penalty or have their game forfeited for unsportsmanlike conduct. This is at the discretion of the referee and Riverside Indoor Management and is done in the spirit of maintaining sportsmanship, safety and friendly competition in all our leagues. Note Exception: There will be no handicap law for Men’s Premier, all Adult Division 1 Leagues and Men’s Open Division 2 Leagues.
4. Macho Rule. If the referee feels that a man’s charge or tackle against a woman is too rough, a free kick will be awarded and a time penalty may be assessed.
Adult League Age Groups:
• Open (players 18 years & older)
• Over 25 (players 25 years and older, no exception)
• Over 30 (players 30 years and older, no exception)
• Over 35 (players 35 years and older, no exception)
• Over 40 (players 40 years and older, no exception)
• Veterans (players 50 years and older, no exception)
Please note that younger players are not allowed to play up in age group. Please take the time to assess the age group and level of your team when signing up for the league. Riverside Indoor Soccer must officially approve in writing any exceptions to these rules. Riverside reserves the right to determine if a player is too young or too advanced for a given division and remove the individual from the team roster. This is done in the spirit of maintaining parity in a given division.
